The values
Arnold Snyder published Red 7 in Blackbelt in Blackjack in 1983. It is Hi-Lo with only the red sevens added as +1. That half-deck of extra pluses unbalances the count so you can skip true-count conversion.
IRC is number of decks × −2. A six-deck shoe starts at −12. Black sevens are 0; red sevens are +1.

Extra tracking
